摘 要
计量是当今市场经济下保障公平确保民生经济正常发展的一个重要元素。计量关乎各行各业的发展,尤其在医疗行业。随着医疗仪器种类的研发以及革新,医学诊断对于电气化以及自动化医疗仪器的依赖程度也越来越深,医学计量成为了确保医疗仪器的正常使用的重要保障。北京作为首都,作为国际大都市,具有丰富的医学计量的市场和民生需求,促进构建适应北京医学计量技术服务体系是质监部门贯彻落实科学发展观、切实履行“促进经济社会有序发展、维护企业和消费者合法权益”使命、打造服务型政府的战略内容之一。
根据北京市医疗系统的特色定位要求,以计量部门对检测技术服务体系的多元化检测产业格局、提升检测技术服务能力为着力点,构建新型检测技术服务体系。本文以北京市计量检测科学研究院医检室运作为例,对当前北京临床医学计量情况进行了系统分析,力图找出计量发展的定位方向,研究新形式下临床医学计量的发展模式,并结合医院以及企业运营管理方法和信息化技术构建出有利于临床医学计量发展的检测服务平台模型。为了能够更加贴近实际的研究问题,在撰写文章的时候通过走访相关大型医院的计量管理人员,通过与我室相关人员的交流,并将相关信息加以整理,参考了目前北京市所执行的相关政策法规,并且与大型医疗检测技术机构的人员相互沟通。参考了相关医院目前所建设和使用的信息化管理系统。由于文章牵扯其他几个部门的职责权限,我还与相关部门联系,与相关技术人员交流讨论。在走访调查后,将所得信息整理归纳。目前在北京市医疗计量领域,存在信息失效、市场需求与技术检测指标相脱钩、执法监管存在纰漏以及多部门重复性检查给医院管理所带来的麻烦。
经过对相关文献、会议记录以及和同事之间的交流,我认为为了保障计量工作的正常进行,可采取设备抽检方式。由于抽检方式需要对仪器的各个参数实时掌握,所以应该将信息化理论应用在医疗计量管理方面上,使用信息化平台作为管理平台。从服务民生的角度上,该平台要具备数据收集和信息整理功能,为政府监管决策提供数据支持;从服务民生的角度上,该平台要具备业务受理功能。依据此平台模型的治理结构和组织架构,从商业模式、管理体系和信息系统三个角度设计出适应平台运行的综合管理体系,奠定了实际开发的理论研究与设计基础,为其实现提供了解决方法。
