摘 要
本文研究信息化背景下纤检机构改革的市场化策略,因为随着市场经济的发展,部分纤检机构的业务范围同过去相比发生了很大改变,除了行政化业务外,纺织品委托检测业务已成为一些纤检机构的支柱业务。纺织品委托检测业务主要是为纺织品生产企业服务的,属于市场化经营性业务。而且我国的检测市场已经对外开放,合资和独资的国外纺织品检测机构已经进入,与国内检测机构一同竞争。专业纤检机构,面对我国社会主义市场经济改革的深化和纺织产业结构调整的双重挑战,如果我们不及时改革,我国纤检机构的生存和发展将会面临严峻的挑战。
本文的研究对象是那些地处非纤维主产区,纤维资源状况和经济发展特点决定了其只能将纤维制品检验服务作为主要业务发展的纤检机构,他们的特点是担负的行政职能越来越少。
本文对事业单位改革的方法、路径、目标模式和现在已经成功的进行了市场化改革的纤检机构的做法进行了研究,总结出他们改革的经验方法和规律,使这些机构的经验和做法能够被更多的机构借鉴和传播。为那些存在着潜在的市场化的冲动和愿望的机构,提供可供借鉴的一些方法和策略。同时也通过研究纤检机构改革的策略和方法,进一步为我国事业单位改革做一些探索。
由于信息化的迅速发展,使得社会中的方方面面无不受其影响,信息化在沟通和协作、资源整合、控制和执行力方面对组织有着重大的贡献。处于转型期的纤检机构面临的关键问题是找到能够有效适应市场的新服务模式和管理方式,使其运营系统真正实现以客户和市场为中心。本文通过对纤检机构关键业务进行流程再造,构建配套的纤检机构管理信息系统和网络平台等的研究分析,得出了结论:在纤检机构市场化的过程中,信息化将会起到重要的作用,同时也是纤检机构市场化赖以实现的重要方式之一。
本文分为五个组成部分:第1章绪论,包括本文的研究目的和意义、国内外研究的现状与评述、概念的界定和研究方法等。第2章纤检机构的设置和职能的特殊性,阐述了纤检机构的历史变迁、特殊性、存在的主要问题等。第3章纤检机构改革的参考和镜鉴,系统的总结事业单位改革的方法、路径和目标模式。提出了可供纤检机构改革的借鉴之处。第4章纤检机构改革的策略及成功案例分析,总结了纤检机构改革市场化策略、分析了已经成功的进行了市场化改革的纤检机构的典型案例,得出了可供其他机构参考的经验方法。第5章信息技术对纤检机构改革的重要作用,对纤检机构信息化的意义、纤检业务流程再造、搭建配套的纤检机构管理信息系统和网络平台等做了探讨。

The marketization strategy of the reformation of fibre inspection institutions under the circumstances of informationization is fully studied in this paper. With the development of market economy, the range of operations of some fibre inspection institutions has changed greatly compared with the past. In addition to the administration operations, the operation of textile delegation inspection has become the mainstay business of some fibre inspection institutions. Textiles delegation inspection services primarily for the textile manufacturing enterprises, which is a market-oriented operating business. As our inspection market has been open to the world, joint ventures and solely-invested foreign textile inspection institutions have entered the market to compete with domestic inspection institutions. Professional fibre inspection institutions are confronted with the dual challenges of the deepening of China’s socialist market economic reforms and the restructuring of the textile industry. Therefore, the survival and development of our country’s fibre inspection institutions will face severe threat unless we reform timely.
The areas which are not the main fibre producing areas are studied as the object in this paper. The resource conditions and economic development resulted that these fibre inspection institutions can only take the fibre products inspection service as the main operation, which are characterized by being responsible less and less for administrative functions.
After studying the methods, path, and target mode of public institutions reformation and the action of some fibre inspection institutions which have successfully conducted a market-oriented reforms, this paper concluded the way and patterns of their reforms. Thus, more institutions can learn from their experience, and the institutions with potential market impulses and desires are provided with reference of smoe methods and strategies. This paper simultaneously put forward the exploration of the reform of our country’s public institutions through the study of reform strategies and methods of fibre inspection institution.
With the rapid development of information technology, all aspects of society being influenced, informationization is playing an essential role in communication and collaboration, resource integration, control and implementation. Fibre inspection institutions in transition are facing the key problem to find new service models and management methods to adapt to the market effectively, then to make customers and the market as the center of the operating system. This paper reengineered the key business of fibre inspection institution, and analyzed the research of the construction of the management information systems and network platforms, eventually came to the conclusion: in the course of the marketization of fibre inspection institution, information technology will play an important role, which is also one of the important ways to realize the marketization of fibre inspection institution.
This thesis is divided into five parts: Chapter 1 Introduction, including the purpose, significance, domestic and foreign research and comments, definition of the concept and research methods of this study; Chapter 2 settings and special functions of fibre inspection institution, described the historical changes, particularity, and the main problems of fibre inspection institution; Chapter 3 the reference and reflection of the fibre inspection institution reform, a systematic summary of the methods, path and target mode of the public institution reform, advance valuable lessons for fibre inspection institution reform; Chapter 4 the analysis of strategies and successful cases of the fibre inspection institution reform, summarizing market strategies of it, analyzing the typical cases of market reform of the fibre inspection institution, and educing empirical methods for reference of other institutions; Chapter 5 the important role of information technology in fibre inspection institution reform, and further exploration of the significance of informationization of the fibre inspection institution, reengineering of fibre inspection operating process, and structuring supporting management information systems and network platforms for fibre inspection institution.
