本文以县级质量技术监督部门生产领域质量监管业务流程为研究对象，通过对企业流程变革和政府流程变革的理论进行回顾、梳理和分析，探索了政府业务流程变革的途径。针对县级质量技术监督部门生产领域质量监管业务存在的问题，运用流程管理的理念，对现行生产领域质量监管业务流程进行了分析诊断，从流程规范、流程优化和流程再造三个层面实施了业务流程的再设计，提出了县级质量技术监督部门生产领域质量监管业务流程变革和组织重构的设想。最后通过对襄樊市质量技术监督局生产领域质量监管业务流程变革的案例分析，对深化业务流程变革和实施变革管理提出了自己的意见和建议。
文章分为六个部分。绪论部分主要阐述研究的背景、意义、国内外研究的进展以及研究的主要内容和方法。第二章“生产领域质量监管传统业务现状”，对我国县级质量技术监督部门生产领域质量监管职能和传统的质量监管业务流程进行分析研究。第三章“生产领域质量监管业务流程变革的构想”，主要对县级质量技术监督部门生产领域质量监管业务流程进行分析诊断和再设计，并提出了流程变革的配套保障措施。第四章“基于流程固化的生产领域质量监督管理信息系统建设”，对生产领域质量监督管理信息系统建设进行了可行性研究，并提出了需求分析和功能模块。第五章“生产领域质量监管业务流程变革的案例分析”，对襄樊市质量技术监督局生产领域质量监管业务流程变革的实践进行分析。总结了襄樊市质量技术监督局生产领域质量监管业务流程变革的成功经验并提出了建议和意见。第六章“结论及展望”，对本文的研究工作进行总结，并提出下一步研究的方向。
本文运用了文献分析法、实地调研法、深度访谈法、定性分析法等方法，试图以流程变革的角度，对县级质量技术监督部门生产领域质量监管业务进行研究，探寻出符合社会主义市场经济转轨期特殊要求的生产领域质量监管业务新模式，提高生产领域质量监管工作效率，降低监管工作成本，保障产品质量安全，实现“服务型”政府的转变。

Taking the quality supervision of business process in the production sphere at county-level quality and technological supervision departments as an object of study, this thesis reviews, sorts out and analyzes the theories of the business process and government process innovation, with the purpose of exploring ways to change business process. In view of these problems in the quality supervision, using the concept of process management, the writer carries out an analysis and diagnosis of the current business process in order to redesign the business process from the process specification, process optimization and process reengineering and puts forward the vision of Organizational restructuring. Finally, based on the case study of the process innovation in Quality and Technical Supervision of Xiangfan City, the writer presents his own ideas and suggestions of deepening and implementing business process innovation.
This thesis is divided into six parts. Introduction part, explains the background, significance, progress of the study at home and abroad and the main content and methods. The second part is about the traditional business status and problems of the quality supervision of business process in the production sphere, and mainly analyses the supervision function of county-level quality and technological supervision departments and traditional business process. The third part is about the vision of the quality supervision of business process innovation in the production sphere and some matching measures. The fourth part centers on the management information system of quality supervision in the production sphere based on curing process. The fifth chapter is the case study of the process innovation in Quality and Technical Supervision of Xiangfan City, and on the ground of summing up successful experience, the writer makes suggestions and comments. The sixth chapter is the summary and vision, and proposes future research directions.
By means of documentary analysis, field investigation, depth interviewing, qualitative analysis and other methods, the writer tries to study the quality supervision of business process in the production sphere at county-level quality and technological supervision departments from the angle of process innovation. At the same time, this thesis discusses how to create a new business quality supervision model in the production sphere which is consistent with the special requirements of the transition of the socialist market economy, and accordingly raise work efficiency, reduce the cost of supervision, guarantee product quality and safety and transform into a service-oriented government.
