信息化是当今世界发展的大趋势,是推动经济社会变革的重要力量,信息技术和系统的有效运用是企业组织获取竞争优势以及政府和非盈利组织提供优质服务的重要途径。随着我国国民经济和社会进入全面协调可持续的发展轨道,质检机构信息化面临着难得的发展机遇和严峻的挑战。面对国外质检机构较为先进的技术水平,迫切要求国内各质检机构尽快提高业务管理方面的电子化信息化技术,实现质检信息化的深入发展,从而提高我国质检机构在国际质检领域内的竞争力。
近年来,我国社会经济的快速发展给山区质检机构带来了新的问题和挑战,一是辖区业务外流;二是业务效益制约服务提升。由此,利用信息化手段提高山区质检机构业务效益和服务水平,加强竞争力是山区质检机构发展的战略举措。
本文以湖北恩施州为例,对山区质检机构信息化应用进行研究,通过分析山区质检机构社会经济环境和企业特点,以质检机构对信息化的依赖和对信息技术的应用为依据,通过对不同地区质检机构信息化战略的差异化分析,确定了山区质检机构信息化战略类型定位为“工厂型”。接着分析实施信息化战略的对策。依据“工厂型”定位,构建了信息系统,确定了信息系统建设的思路和总体框架模型。最后以湖北恩施州质检机构信息化建设和应用为例,介绍了恩施州质检机构的发展历程,信息化建设后业务流程及管理的变革,实施信息化后所取得的效果。
