摘 要
广西是全国最大的甘蔗生产地区，也是全国最大的糖产业基地，并已连续近20年保持蔗糖产量在全国的霸主地位，制糖工业已成为广西国民经济的支柱产业。在经济全球化的今天，产业集群化发展已成为全球性的经济发展潮流，产业集群构成了当今世界经济的基本空间构架，广西经济发展方式正朝着产业集群发展模式转变，糖业也逐步向集群化发展，质检公共技术平台该如何发挥其服务的作用来提升糖业集群的内在品质，让糖业“以质取胜”，如何提高其国际竞争力以及如何整合资源为糖业集群提供配套服务，是本文研究的课题。
本文首先通过分析制糖产业集群发展的条件、特点，找出目前广西制糖产业集群存在的制约因素以及急需要解决的问题，总结出制糖产业集群在发展中面临的现状。对现行质检公共技术平台的技术能力、科研能力以及公共研发服务等方面进行系统了解，分析现有质检公共技术平台存在差距的原因，提出面向广西制糖产业集群化发展的质检公共技术平台的改进建议。
根据广西制糖产业集群化发展的实际需求，建立广西制糖质量监测服务平台，以服务制糖企业客户和对外宣传为目标，设有检测服务、咨询服务、信息共享服务、培训服务四大特色服务项目，为客户提供在线业务受理、检验进度跟踪、检验报告查询、在线咨询、实时交流互动、在线培训和考试、信息发布等多种服务。同时该平台还与制糖企业产品检测数据库互连，实时采集制糖企业的产品检测数据，实现制糖过程的动态质量监测。推行“二步法”制糖工艺，提高产品质量，主要针对含硫量高、色值高的问题，从脱硫、脱色入手，抓住主要矛盾,提升亚硫酸法糖厂的糖品质量为国家优级糖标准,以满足市场特别是高档食品工业的需要,提高糖业市场竞争力(成本、技术、质量)，也有利于糖业稳定发展。建立区域性食糖检测信息化和标准化平台，通过收集、分析我国食糖企业、广西特色食品的信息资源，研究其开发和利用的现状、存在问题，完善信息化建设。实现食糖、广西特色食品信息的资源共享，为广大食糖、食品加工企业提供信息服务。同时针对食糖、加工食品企业标准化建设中存在的问题，加强国内外食品业动态、标准和技术信息的跟踪、收集、汇总、分析和处理工作，建立标准数据库，向企业提供标准、技术信息服务。

Abstract
Guangxi, as the nation's largest sucrose producing region and sugar industrial base, has kept hegemony in domestic sugar yield in recent 20 years, and sugar industry has become the pillar industries in national economy of Guangxi. In economy globalization today, the clustering of industrial development has become a trend of global economic development, which constitutes the basic architecture of the world economy. The model of economic development in Guangxi gradually transforms into the model of industrial clusters development and so does sugar industry. The public technology platform of quality inspection that how to play the role of its services to improve the intrinsic quality of sugar industrial clusters, make the sugar industrial "quality-focused", improve its international competitiveness and integrate resources to provide supporting services for sugar industrial clusters has been studied in this thesis.
First of all, the restricting factors and solving problems existing in current sugar industrial clusters of Guangxi have been systemically explored by analyzing the developing conditions and characteristics of clusters, and the conditions aimed at development of sugar industrial clusters are also concluded. Several suggestions for improving the clustering of industrial development in Guangxi are put forward by realizing technical capabilities, research capabilities and public research services and analyzing the cause for the difference.
The platform of sugar quality monitoring services in Guangxi is established according to sugar industrial clusters' actual demands of Guangxi. The platform, with service sugar customers and foreign propaganda as targets, has four features of service projects such as testing services, consulting services, information services and training services, and the services such as online business reception, inspection progress tracking and inspection report query, online consultation, real-time interaction, online training and examination and information release can be supplied for customers. On the other hand, the platform also connects with sugar product testing database to acquire data from sugar enterprises at real time and realize the dynamic quality monitoring for sugar process. To improve product quality, the" two-step " sugar process is carried out, which is aimed at problems such as high sulphur and high color value. Hence, starting with desulfurization and decolorization, the principal contradiction is grasped to upgrade sugar products quality of the sulfurous method sugar mill to be the national-grade sugar standards to meet the market, especially the need of high-grade food industry. It can not only improve the competitiveness of sugar industry market (cost, technology, quality), but also be helpful for stable development of sugar industry. The regional sugar testing informationization and standardization platform is established by collecting and analyzing the information resources of domestic sugar enterprise and special food of Guangxi. The development and utilization of the situation and existing problems have been studied to improve informationization construction. Information resource sharing between sugar and special food of Guangxi are realized to provide information services for millions of sugar and food processing enterprises. Meanwhile, the food dynamics in domestic and foreign, standards and the tracking, collecting, collection, analysis and handling of technical information should be strengthened for the problems existing in sugar and processed food enterprise standardization construction, and standard database should be established to provide standards and technical information services for enterprises.
