潘英:隐性知识管理在质检技术机构的应用研究

质检技术机构是质量技术监督部门根据部门职能设置的,依据各种专业法律法规提供产品检验检测、计量检定校准、特种设备检测、纤维检验等技术服务的机构。随着我国检测市场的放开和事业单位机构改革的推进,质量检验和产品检测的地域界限被打破,国外检验和检测机构开始进入中国,检验和检测市场的竞争日益激烈。竞争机制的引入从本质上改变了质检技术机构传统管理模式,知识管理成为最活跃、最关键的要素。知识管理中,隐性知识起着重要的、决定性的作用。我国的质检技术机构是以隐性知识的缺失为代价换来显性知识的高积累。正是隐性知识方面的劣势,导致我们质检技术机构人员没有后劲。事实上,在工作中积累的技术经验、判断力和应答技巧及发现问题和解决问题能力都属于隐性知识,隐性知识是不可或缺的创新源泉,是形成质检技术机构竞争优势关键所在。
本文在研究过程中发现隐性知识是技术创新成功的必要条件,通过理论与实践的分析,提出实施应用隐性知识管理对策。首先,对隐性知识理论做一个的阐述,通过隐性知识管理,提高质检技术机构的技术创新能力,运用创新技术、信息技术以及现代化的管理手段,最大限度地实现技术上的功能集成和管理上的职能集成。其次,分析质检技术机构检测领域面临的问题,分析质检技术机构组成和特点、形成过程及现状,研究分析知识经济环境下质检技术机构。最后,建立质检技术机构隐性知识管理新理论、丰富和发展质检技术机构知识管理理论与方法,提出有针对性的质检技术机构实施隐性知识管理的对策。
隐性知识管理研究的深入及其丰富的实践将会为我们扫除障碍提供条件,隐性知识管理将成为质检技术机构参与市场竞争不可缺少的前提保障。本文提出质检技术机构应用隐性知识管理,实际应用是成立的,也是合理的,但不足之处是在应用上缺乏一些详细的论证材料。因为一个管理工具的应用不仅需要理论上的深入研究,更需要实践上的不断佐证。对质检机构应用隐性知识管理将是本课题继续研究及发展的方向。通过研究,为质检技术机构参与激烈的市场竞争提供可借鉴的理论参考。

Abstract
Quality inspection technical body is set up by quality & technical supervision department according to the functions, which provides product inspection and testing, verification and calibration, inspection of special equipment, fiber inspection, and other technical service Institutions in terms of various kinds of professional laws and regulations .With the opening and upgrading China's testing market and the reform of public institutions, the geographical boundaries of quality inspection, product test will be broken, at the same time, the foreign inspection and testing departments start to enter China, inspection and testing market competition becomes increasingly fierce. The introduction of competition fundamentally changes the traditional management mode of the quality inspection technical institutions, knowledge management has become the most active and crucial elements. Tacit knowledge will play an important and decisive role in knowledge management.China's inspection and technical institutions are in exchange for the high accumulation of explicit knowledge through the lack of tacit knowledge. It is because of the disadvantages of tacit knowledge, resulting in our testing staff is not sustainable development. As a matter of fact, Tacit knowledge covers technical experiences , judgement, answer skills and the ability of finding & solving problems in our work. tacit knowledge is indispensable innovation source. It is the key competitive advantage in quality inspection technical body.
Tacit knowledge is necessary condition to success in technical innovation from the article . we bring forward the countermeasures of management to apply tacit knowledge through analysis of theory and practice. First of all, this paper elaborates the theory in tacit knowledge. Upgrading technical innovative ability ,exercising innovation technology, information technology, and modern management ,with help of tacit knowledge management, function integration will be put into practice in technology to the utmost extent, coming next , analyzing present problem in quality inspection technical bodyinstitution form, characteristic, developing course, current situation, studying quality inspection technical body under the condition of knowledge economy environment. In the end, establishing new theory in tacit knowledge management, enriching, developing management theory and methods. and giving the countermeasures.
The an in-depth study of tacit knowledge management and rich practice will provide us with conditions in order to sweep away obstacles, tacit knowledge management will become indispensable precondition and security of quality inspection technical body in competition. The practical application of tacit knowledge management of quality inspection technical body in the text is tenable and reasonable, the deficiency is short of a detailed treatment in application, as the application of a management tool not only needs deep study in theory, but also constant evidences in practice. The application of tacit knowledge management of quality inspection technical body will be the direction in continuous study and development in the topic,through our study, providing quality inspection technical body with referential theoretical consultation in order to engage in vigorous marketing competition.
