摘 要
本文选定的研究对象是工业产品生产许可程序。论文基于已有相当实践成功经验,并在世界各国应用较为成熟的业务流程重组和政务流程再造理论,结合自身在质量技术监督系统工作实践与经验,力求在具体分析企业生产必备条件和质量保证能力现场核查、产品抽样和检验等环节在工业产品生产许可流程中的定位和作用,在原有工作流程运行情况的基础上,运用流程优化的策略、方法、工具对其进行优化设计,提出工作流程优化方案,并进行绩效评估。
本文主要内容有五部分。第一部分介绍了流程再造和优化理论国内外研究现状,对涉及流程优化、政务流程特别是工业产品生产许可流程优化的相关概念进行了定义,分析了政务业务流程与信息化的关系,奠定了本文研究的理论基础。
第二部分阐述了工业产品生产许可制度的历史沿革、宗旨、管理对象和范围,以及该制度与食品生产许可制度的区别和联系。
第三部分介绍了工业产品生产许可流程的构成、实施现状和取得的成效,分析了其存在的问题,并着重对这些问题的产生和原因进行了深入剖析,找出了实质性根源,为流程优化设计打下了坚实的基础。同时提出了流程优化的目标,指导下一步优化设计的具体实施。
第四部分运用流程优化的生命周期法,借助S-A框架图,具体通过战略决策、优化计划、诊断分析现有流程、优化设计、流程优化和不断更新改进等六个步骤,对工业产品生产许可原有流程进行了优化设计,提出了优化后的方案。并对该新方案进行了绩效评估。
第五部分介绍了质量技术监督信息化发展概况、建设现状及存在的问题,对信息化与工业产品生产许可流程优化进行了关系分析,重点阐述了信息化与工业产品生产许可业务管理的相互关系和融合。以工作流技术在工业产品生产许可业务流程优化中的应用为例论述了信息技术在质量技术监督部门业务流程再造和优化中的重要作用。
