摘 要
计量校准作为实现单位统一和量值准确可靠的重要途径，在当今社会发挥着越来越重要的作用。随着时代与经济发展，社会对计量校准的要求也越来越高，对计量技术机构的要求也越来越高。为满足社会需求，适应信息化发展，促进计量校准的发展，迎接全球经济带来的巨大挑战与机遇，研究新形势下的计量校准发展思路具有重要的现实意义。法定计量技术机构改革多存在着改革不够深入、组织过于松散、资源与信息共享不充分、执行力不够和综合优势未充分发挥等亟待解决的问题。对于计量校准联盟的建立，德国有成功经验，但国内仍处在探索尝试阶段。
针对上述问题，论文详细分析和讨论了区域性计量校准联盟的模型，用战略联盟和联盟战略理论作为理论基础，提出了联盟的构建、实施与运行方案，即利用新型的合作模式，达到降低供应链总成本、增强信息共享水平、改善相互交流及保持战略伙伴操作的一贯性、提升核心竞争力，以实现供应链节点企业的财务状况、质量、交货、用户满意度及业绩的改善和提高，并依托联盟进行数字校准的开发与研究。

Abstract
Calibration energy for realizing unit unity and accurate and reliable in a major way, in today's society plays a more and more important role. Along with the development of times, society on the calibration and higher demand for measuring technology organizations, and higher demand. To meet the needs of society, promote the development of calibration, meet the global economy with the great challenge and opportunity, study the new situation calibration development thought has the important practical significance. The statutory measurement technology institution reform exist more reform in-depth, organization too loose, resources and information sharing don't fully, execution insufficient and comprehensive advantages such as not fully problem to be solved. For the establishment of calibration alliance has successful experience, Germany, but domestic still in the stage of exploration attempt.
In view of the above questions, the paper analyzed and discussed in detail the regional calibration alliance model, with strategic alliances and alliance strategy theory as the theoretical basis, the construction of proposed alliance, implementation and operation scheme. It is using new cooperation pattern, to reduce the total cost of supply chain, strengthen the information sharing level, improve mutual communication and maintain strategic partner operation of consistency, enhance their core competitiveness to realize financial condition of nodal enterprises of the supply chain, quality, delivery, user satisfaction and performance improved.
