摘 要
随着我国棉花质量检验体制改革的不断深入，棉花质量公证检验于2010年8月已正式步入了仪器化检验阶段。虽然我国在实行仪器化公证检验时有一些国外的经验可以借鉴，尤其是来自与美国棉花质量检验方面的经验，经过了一年的试点工作，六年的实践运行，已形成一套完整的棉花仪器化公证检验流程，但棉花仪器化公证检验毕竟对于我国棉花质量检验而言，是一种全新的检验模式，在实际操作运行过程当中存在着“水土不服”的问题，想要使我国棉花仪器化公证检验的水平不断完善和提高，必须对现有的检验流程进行相应的优化。本文介绍了我国现行棉花仪器化公证检验流程整体运行情况和效果，通过对检验流程中的取样、检验、仓储和销售三个大的环节运行现状和存在的问题分别从各自角度加以分析，说明通过分析后发现在检验流程中存在环节较多、手续较为繁琐、检验周期较长等情况。通过实践过程中逐步发现改进检验流程对提高棉花仪器化公证检验流程时效性的重要性，对整个棉花公证检验工作有着积极的推动意义，也希望通过此篇论文能够为棉农、加工企业、纺织企业、销售企业、仓储企业一整条产业链提供了一个理论参考依据。本文在查阅与棉花仪器化公证检验相关文献资料和收集调研棉花仪器化公证检验工作整个流程的基础上，以新疆棉花仪器化公证检验实验室为例进行分析说明。之所以选择新疆，不仅仅是因为全国1520家新体制送检棉花加工厂中新疆有846家，全国仪器化公证检验量为1120.8万包254.0万吨，新疆的检验量达到了797.3万包181.4万吨，2010棉花年度新疆棉花仪器化公证检验量占到了全国总检验量的75%。以新疆为例应该说代表了全国棉花仪器化公证检验流程整体运行情况。通过运用BPI理论对我国现行棉花仪器化公证检验流程进行细致分析，通过对现有的棉花仪器化公证检验流程加以优化，从而提出了新的检验流程，并在其中充分发挥信息技术在棉花质量检验领域的优势，通过减少环节、缩短检验周期、提高检验效率等方式，最终达到优化的目的。最后通过对新旧检验流程进行对比分析，探索新的检验流程在实际操作过程中的可行性。
