摘 要
本文以河北出入境检验检疫局现行的出口非法检机电产品检验流程为研究对象，针对非法检机电产品检验的特点，对检验检疫机构现行的非法检机电产品检验流程进行了梳理、总结和分析，找到非法检机电产品检验流程中的存在的不足。针对非法检机电产品检验流程和目前非法检机电产品大量出口不相适应的实际情况，本文尝试用流程管理、业务流程改进和丰田生产方式等相关管理理论对现有的出口非法检机电产品检验流程进行改进研究。提出了以检验结果、技术投诉、敏感因子等触发反馈条件的非法检机电产品检验新流程，以达到减少流程中检验资源的浪费、提高检验有效性、提高工作效率的目的。在此基础上，希望通过利用信息化手段将改进后的流程进行固化和实现，对基于信息化非法检机电产品检验流程的改进研究进行了可行性分析、业务需求分析和系统构架设计。最后对本为未能完成研究的非法检机电产品抽样、检验方法确立等具体环节提出了研究方向。
本文分为6个部分，第一部分为绪论，主要阐述了选题的意义、背景、目的，国内外研究现状，以及研究方向和研究方法；第二部分通过和法检机电产品检验流程的对比，论述了现有非法检机电产品检验流程的特点和存在的不足。第三部分介绍了对非法检机电产品检验流程进行改进的理论，并针对非法机电产品检验的特点对改进后的流程进行设计，对新流程的输入、循环、输出环节进行了描述。第四部分是本文的重点，对如何实现非法检机电产品检验改进流程的设计进行了详细描述，对流程中涉及到的各个环节进行了分析。第五部分是设计信息化方法的非法检机电产品检验流程管理系统，对管理系统进行了需求分析、可行性分析、和框架设计。第六部分是对本文研究工作进行了总结，对未能涉及或涉及不深入的具体细节问题进行了展望，为下一步研究工作指明了方向。
本文运用了文献分析法、定性分析法、实地调研法、访谈法，应用流程管理、业务流程改进、丰田生产方式的理论知识，对出口非法检机电产品检验流程进行研究，探索妥善结局非法检商品出口量快速增加和现行出口非法检机电产品检验流程之间日益增激烈的矛盾的方法，以调高检验检疫工作效率，降低检验资源的浪费，提升检验工作的有效性。

ABSTRACT

In this paper, the literature analysis, qualitative analysis, field research, interview, application process management, business process improvement, Toyota Production of theoretical knowledge, check on the illegal export of mechanical and electrical product testing process to study, explore the proper ending of illegal goods seized rapid increase in exports and the existing mechanical and electrical products exported illegally seized inspection process and increasingly violent conflict between the approach to inspection and quarantine work to increase efficiency and reduce the waste of test resources to enhance the effectiveness of inspection.
