随着经济全球化的不断深入，我国国民经济得到了高速的发展，但同时影响我国经济秩序和经济发展的新情况、新问题不断出现。质量技术监督部门作为社会经济发展的管理和监督部门，在社会主义市场经济工作中的地位和作用越来越显著，企业和消费者对质量技术监督工作也提出了更高、更新的要求。特别是质量技术监督行政许可工作，涉及社会的方方面面，与企业和消费者的切身利益密切相关，质量技术监督行政许可工作中存在的许多问题也制约了社会经济的发展，造成了行政资源配置不合理，不能满足企业和消费者的新要求。同时，随着我国经济社会的不断发展以及信息技术的广泛应用，广大社会公众对质量技术监督行政许可流程也提出了更多的要求，要求质量技术监督行政许可的工作流程更加“公开、高效、透明”，以提高质量技术监督行政许可工作的规范性、科学性和有效性，适应快速发展的社会经济的需要。本文论证了利用信息技术对质监行政许可流程优化的必要性，并对质量技术监督的行政许可流程优化进行了研究。根据写作需要，本文采用了文献资料分析法、穿行测试法以及SWOT分析法的研究方法。
首先，本文阐述课题提出背景和研究意义，对信息技术与业务流程优化（“BPI”）进行概念界定，介绍“BPI”的主要内容、特点及实施的原则和存在的问题，分析政府流程优化的特点以及与企业业务流程优化的差异，分析国内外研究现状，总结研究方法，研究信息技术在组织中的应用及其对流程优化中的作用。
其次，介绍质量技术监督部门发展历程及职能特点，在此基础上阐述质量技术监督行政许可流程的现状及存在的问题，对企业、消费者和政府对质监行政许可流程进行需求分析。
再次，确定质监行政许可流程优化的原则，从受理模式、技术审查、审批环节进行信息化流程优化研究。对质量技术监督行政许可流程优化的保障措施进行了分析并对实施效果进行了展望。
最后，从构建信息技术条件下的质监行政许可审批流程优化的理论体系和改革质监行政许可管理理念的角度指出本文的创新点和下一步研究的方向。
